@Shiramshetti Suman, HMWSSB has something called Voluntary Disclosure Scheme (VDS) for regularisation of Illegal water supply and sewerage connections. But I think they don't implement this all through the year. Better call customer care on 155313 and ask for details of this scheme.

They need electricity meter bill for water and sewerage. Where can I get occupancy certificate for old billing if they want? 2 small rooms constructed 2 decades ago. Now we are not staying there. I have working meter and i linked my Aadhar as well and it went successfully but i got bill for 5 months on 30 may when i enquired by water department they said if consumer doesn't have occupancy certificate then they are not eligible. Government schemes are tricky they make citizens happy but when we try to avail it they trap in conditions.
