Thats totally what I do as well! Il throw down a sample or loop for place holders and idea seeds. Then once i get rolling, il remake it with my drumkit/samples/synths and change it to my own style. Such a great help!

If you change pitch, chop it and add effects, not really (in theory you could come into legal trouble but I don’t think the artist will go to court just bcs you used 1 sec of the sample XD)
