You can do it from your Google account and then share it. If they would like to "own" the dashboard, they can create a copy in their own Looker account, as long as you give them the correct permissions.

Looker Studio is free (currently) even if you don't use GA4. There are third-party connectors for other analytics tools (Adobe Analtyics, etc.), and of course you can upload Excel as well. There is a paid tool under the Looker name that is a more advanced analysis tool that's part of the Google Cloud, but the studio version is separate.
