I actually had the same situation in my apartment. My dad and I made a stage using cardboard, foam tiles, and 2 carpets, surprisingly, it worked and can play my electric drums easily now.

Tip for if you have a dog: Buy more Tennis balls. I happened to get 50 for 10 bucks, but even if you only get 15 you will still have 2 to distract your dog with, assuming you use exactly 13 as pictured.

The throne that is better to step on the floor or on the platform;

It's best to keep the throne separate from the platform. If your throne doesn't extend high enough you'll need to find something to place underneath it. I used a stack of foam tiles in this video.

I built my own tennis ball riser last year and was pleasantly surprised that it completely absorbed the vibration from the bass drum pad! On the other hand it turned out that the walls in my apartment building were made of (I'm guessing) cardboard, physically hitting the pads made a lot of noise and my neighbours still complained FeelsBadMan

What if you use just multiple layers of rubber mat just like what you did on your throne, instead of going full diy on tennis ball riser? Wont 4 layers of rubber mat have same effect as the tennis riser?

I know it's been 9 months, but maybe someone finds this answer useful. It's not the mat that absorbs the vibrations, the riser serves as an air gap between the kit and the floor. Having mats and tennis balls absorbs vibrations going into the riser, none of the vibrations go through the floor. 4 layers of mat still connect to the ground without an air gap. This means that while it absorbs vibrations, some of it still gets through the floor, and these vibrations will still be more audible.

It isn't the sound from the drums so much as the vibration from the drums, going through the frame. I had this happen to me once. The downstairs neighbor later told me, "it wasn't so much loud, but I could feel the vibrations coming through the ceiling."
