Because it is a cement pond fill water and run a filter for atleast 45 days before adding fish, as the cement can leach chemicals, also first add a few guppies and see if they are fine for 15-20 days and then add any other fish

Not a realistic setup for long term. Turtels grow very quickly, it will soon be too big for the tank. Very less swimming space. Red Ear Sliders r excellent climbers so there is risk of trying to climb, fall n get hurt. Also from my experience RES will mess up any aquascape, disturb soil, n destroy plants
