What are its effects (up or down) on product price, product produced, product consumed, and government revenue? I am mainly confused about product consumed? it goes down? But the price also goes down so won't that mean that consumption goes up?

There are'nt tarrifs here. Tarrifs are mostly on imported goods. Here he is talking about the effect of export tax on the surplus.

An export ban will reduce incoming revenues to a country and thus reduce its potential to invest in newer technologies. The revenues into a country are used for investment capital.
