If your just swapping 16:9 - 9:16 ect there should be no loss of quality - by chance do you have live preview set to 1/2 or 1/4?

What's the best preset codec to export the media too? I don't see 9:16 1080 in the 'Preset Manager' choices of Premiere Pro. I've been making my own with TMPGEnc H.264. Then it was suggested I try AV1...what ever that is.

always choose h.264 - this has no effect on the aspect ratio of the exported video
