I just recently installed new drum heads but did not go through the process of stretching or pressing it down using my arm. Can I still re-install or re-tune it using the same drum heads?

They will stretch just from playing. Just retune them occasionally.

Why do you tune the resonant side of the snare higher than the batter side, but the opposite for the toms?

To get a full bodied snare sound, you tune the resonant side-head of the snare quite high. For toms this won't work; they will sound 'thin'. To get a full bodied tom sound you tune the reso head lower.

My reaction is not applicable to the guitar of course. A snare instrument has to be tuned to a note or else it will sound odd. Drums however, have more tuning options. If you only feel comfortable with tuning to a note, then do it. Personal preference is a huge factor and of course the type of music you play.

improves dynamic response of the snares? I usually tune my tom reso's higher by a minor 3rd but guess it comes down to personal preference in the end

Step 1: return EMAD bass drum head. Step 2: get any other bass drum head other than EMAD. Step 3: slap yourself for using a EMAD.
