How to check your scooter tire pressure

I have a gyroor electric scooter it's a C1 I need to know the correct air pressure

I got a Tao tao evo 50 50cc scooter. I bought a digital tire pressure gauge and the sides of my tires says 40psi cold for both. When I used the digital gauge it said I only have 17psi in the front and 7psi in the rear, both tires are rock hard. Would it be fine to add the extra psi and how much should I put?

Always go for analogue pressure gauge.
