Bar Keeper's Friend does wonders for stubborn drum hardware and cymbals. It's super cheap and won't scratch.

I definitely know you can use WD40 on drums. Its safe for pretty much all metals and rubber. WD40 doesn't clean, it actually loosens dirt, grime and all the nasties embedded in the lugs, edges etc. As for the aluminum foil on steel... now that I'm not too sure about. It would be a good idea to test it on something else first or even a small area of the snare before going all-out on it. And again check a few drum forums on Reddit for additional advice on aluminum foil to clean a steel drum.
