On your phone, on personal hotspot page in settings, enable ‘maximise compatibility’ then refresh wifi connections on your ps4,

It's a little tab that switches you from 5ghz to 2.4ghz so that console can connect if you have PS4 phat edition, which is basically just PS4 first gen ​@@KiaraWilliamsX

You don't connect via Bluetooth. You go thru WiFi settings. With Android, you manually enter the name you use for your phone's Hotspot then enter the password and you're in.
