No you don't fry the Simim, use raw simsim.

In East African for example they have many many recipes where they almost cook them exactly alike every time. Like having really Standard recipes. I always thought that people in Acholi culture or also Uganda at a large only combine different ingredients like they have them at home at that time. You know what I mean?
