Here's a tip. Go into first person, your swings are faster with rapier if you're in first person because the viewmodel works best in that camera view. Unlike 3rd person, where there is a slight difference.

Here's a tip from the highest level playstation player (480+) Make sure you get 2 swings in for every 1 dragon slayer swing. That way, you'll both most likely be at the same health. Rush to hit them once, bait/dodge their swing for the second. For every other hit, rush to hit or try to bait a parry.

I'd say bait swings out of them by rolling back, or fake rushing with a slide. Try to not parry as often or at all, ds user have the tendency to bait a lot. If you get hit once, heal back up until you can take 2 hits again. If you get hit again and you're too low to heal, try rushing without using too much stamina or maybe even without rolling, if you get a hit in and they don't swing, use the stamina you have to get distance, juke them, roll one way and slide the other. Fighting Ds users nowdays is easy, even when they're teaming.

This is only useful if your DS opponent is a quote on quote "casual pub DS". This does not work at all on competitive DS users, as they are more experienced in dodging and baiting, enabling you almost impossible to win. The best way to win against those guys is to bait their swings or movement your way out of their reach.
