No 1 counter is building more damage to burst them before they could hurt you (vayne especially). Fiora is kind of a bitch tho, she's one of the strongest scalers so you need like 2-3 people with frontloaded damage (assasins, burst mages and fed adcs) just to stop her from using her passive and healing back up to full.

fiora counters are range and kite so ideally go heimer or akshan or malphite. she does fairly poorly into shields and slows as well since her dash gets slowed severely and the q will only poke at the end of the dash, slows can really screw her out of vital proccs

It can work well until Fiora gets 1-2 items, where she then outheals and deals a lot of dmg, assuming both of you are equal though. At the same time, Fiora's much more useless than you in a front to front teamfight, she's built for 1v1 splitpushing, so it's fine if she gets this one.

You don't understand how caitlyn works, then. She has one of, if not the lowest attack speed ratio out of all marksman champions which means that attack speed as a stat on cait is just worth less gold than it is on other champions. Most people dont't even know that's a thing in the game though. Her as ratio did get buffed recently, but it's still very low. The only acceptable attack speed item on caitlyn is rfc, aside from berserker greaves, and even that is not something you should buy every game.

Yess, Shields are perfect against %hp true dmg since it is like gaining extra life without increasing your total hp, so their kit shouldnt "scale" with that hp in the %. I would also like to add, as a fiora main, frozen heart is not too good against her since she doesnt rely on attack speed, that is more something against vayne and it is logical, the more attack speed she has, the more times shes gonna procc her 3rd autoattack passive and deal that % true damage, so frozen heart at least is going to reduce that significatively. However, in the case of fiora, fiora relies more on her MOVEMENT SPEED, since she needs it for moving easily between vitals and chasing you once she procc her R. so by building items like frozen gauntlet if you are a tank, you will at least be a headache for her during the hole laning phase and the entire game. Everytime she hits you shes gonna get her movement speed reduced and your teammates will have it easier if they need to outrun her or kiting her (excelent for giving peel to your wizards or carrys). So keep that in mind.

Fair warning, when he says debuff here he's talking about the overall DPS since frozen heart reduces AS BUT true damage CANNOT BE REDUCED AT ALL. It by passes things like Exhaust and Other debuffs, in most scenarios TRUE DAMAGE is usually affected by scaling so you can reduce opponent's stats to reduce the respective true damage yes such as in Camille having here 2nd Q scale depending on her AD. But in cases like Vayne the only true way of reducing it is by having less max HP lmao 😅

Damage reduction doesn’t work on true damage unfortunately, but Vayne does plenty of physical damage in addition so Tabis is still not troll Frozen heart also recently lost its damage reduction passive that it used to inheret from Wardens Mail, but is also still good against vayne for the attack speed cripple.
