This is a chanel about blender, and the video is how to do 2D animation WITH blender (Instead of 3D animation, which is what you normally 2 with blender) This is not: How to do 2D animation in general for beginners This is no either: How to use Blender It asumes you already know how to use Blender (For other stuff) and how do 2D animation, either frame by frame or by keyframes. If you don't know any of those 2 things, that does not mean this is a bad tutorial, it's just not for you! You can learn the basics of blender in this and other channels like Blender Guru and stuff (Blender is for 3D tho, keep that in mind) and you can learn the basics of 2D animation in other places, i believe Alan Baker (I think that's not the name, but you can easily find it on KZbin) has a series of videos about the 12 principles of animation. And of course, in order to do 2d animation you have to know how to draw, or how to make some form of 2D graphics, and there are also a lot of videos about that here in the internet. But all of that is a skill set that takes a lot of time to develop, if you don't have any if them, a 21 minute tutorial is not going to turn you into an animator I will like to add tho, that if you are looking for 2D animation and don't know where to start, Adobe animate and adobe after effects might be what you are looking for as a beginner

if you ever get the chance, could you do a video on blenders odd method of handling an erase function. From what I have messed with, if you use bigger sized strokes, it doesn't allow you to erase the edges. it merely fades them out. I think this might be because blender is seeing the stroke as it normally would a much a smaller stroke and forces you to only erase from the center and shrink it down. I'm not great at wording things right so you might be confused, but I hope you understand what I am talking about.
