Hi there, to be honest i'm not sure why it wouldn't be working... as long as you had the correct layer selected first holding alt and pressing an arrow key should work. But here is another way: press Ctrl + J (on a PC) or CMD = J (on Mac) to duplicate the layer in place, then tap the direction with the arrow key to move that duplication. Repeat as many times as you need to in order to get the effect. This is a little bit of a slower way, but will achieve the same thing. I hope this alternative works!
