Using LED with the ability to do Bicolor and HUE adjustments or getting CTB (color temperature blue) gels and putting them on your light. As for the cheapest solution I would recommend gaff taping black trash-bags over the windows.

So the secret is to use an ND filter on the lens to make it look darker than it really is.

no, that is simply another step and option you can add, you can simply control or soften the light if you want it darker as well.
