is the 100 millisecond delay basically the best that can be registered, or is there another value that is better than this for the wiggle?

I assume anything faster would actually wiggle less. The wiggle is designed to be very easy to optimise by a human player so I think 500ms would still be fine.

no bhvr is ok with it since there is a max speed that you can wiggle

It's not game changing. The wiggle is essentially capped at a certain speed that is very achievable by a human player.
