If the umbrella is a polyester fabric you could try vinyl remover.

Put in oven or bleach. It will probably destroy the umbrella but if the paint your trying to remove it MIGHT work. Although if you need paint home depot has some.

This is a Hotronix Auto Clam. The temperature is set at 325 degrees F.

How can you go about doing an all-over design?

This can be done with sublimation. But note it's a tedious process. It would require taking apart the umbrella, heat printing the sublimated design on each panel, then reassembling the umbrella.
