A year too late, but go to accounts in setting, then go to user and it's there. I have the newer tablet, and I can do it. Just found this info in another video.

On reboot it always ask for primary account credentials? How can the second user login after reboot without admin credentials?

There's still no solution with this. Admin has to login on reboot. ​@@gabo2503

That's just the way it works. Reboot always means the primary account must be unlocked first. It's an Android security measure.
