If you decrease the number of circles, do you also have to decrease the top of hat? 19 will be too big

Yes.. the stitch is in multiples of 5. Let's say you stop the increase on Round 5 of the flat circle pattern.. the total amount of stitches will be divided by 5 and that is the number of circles you need to make..
