How to deal with a horse that pulls away when you turn them out.

I have had just one of my horses, in a lifetime of owning them, turn into a pull away horse (when turned out on grass at the start of the grazing season). It started when I allowed inexperienced people to turn him out at the start of grass season, I never though this horse would begin this bad habit.
From now on during this critical time of year my husband or I will turn the horses out from now on to not create this again .
First thing I tried was to do groundwork and get his mind and manners with me before turning him loose, which worked well, but could take 10 or 15 minutes and I do not always have that time in the morning.
Next I tried to put and extra halter on over the other one, after one try the horse is not stupid he knew that the second halter was the one he had to prepare to leave on. Duh on my part.
Then I starting talking treats out and putting them on the ground, first for his buddy that was fine, took his halter off and lowered his head with the halter to the treat. Then I took the problem horse just a few steps away put his treat on the ground and then took his halter off, lowered his head to the treat and then I walked off. 90% of the time he would just go to eating grass. 10% of the time he would run with excitement, but it did not matter, by then I was already gone.
This only happened during the start of grass season when they where starting to go out on pasture for the first time of the year. Once they had been out for a few weeks this habit stopped and also he never did it when just turned out in the paddocks during the winter months.

Don't need groundwork, always turn so your back is to the gate, and make horse stand still, which is reinforced daily if you deal with them daily, otherwise whenever leading or working with. Back horse up, tell them to stand and unbuckle halter as you tell them to back, you take a step back. They have weight on back legs, and by time they decide to move, you are out of kicking range if they do take off. And keep fingers clear of buckles or you will get drug.
