In short, it is a system that allows you to post to your WordPress blog using the WordPress mobile app or any other remote blogging application. It's also needed if you want to connect to automated services like IFTTT or Zapier. Basically, if you want to access and publish your blog remotely, you need to enable XML-RPC. The API is secure and enabled by default on all WordPress sites.
However, some WordPress security experts may advise you to disable it. Disabling it effectively closes another door that would-be hackers might try to exploit to break into your website.

Raise a backup and test, if anything goes bad, all you have to do it re-load the backup
