I like your garbage bag method. You can put the depressurized, empty fire extinguisher in with scrap metal at your recycling center. And then just trash the bag with the powder.

Why would you have a Dry Powder extinguisher in an office?? Carbon Dioxide is better for office's. Here in the EU, to dispose of a fire extinguisher it first must be empty as you demonstrated but it must also have the valve removed.

Yes, but it was well past its expiration date so I didn't want to risk it not working when I needed it.
