Actually, the policy changed there are some courses where you will awarded with a free certificate but for some of them, they want you to buy it.

Yes you can but do check one whether they are asking money for the certificate it should be over there. If they are asking then try to go for financial aid before you start further

Yes you need to verify if you have your coursera account then the verification is already done once completion of the course you can simply download it.

Are you sure you have completed all the labs and modules and made your way to 100%. Another thing I will say is that the policies have changed a lot so I don’t know how much good I can suggest.

It should be there. Once you complete your course there will be an option prompted out "view certificate" from there you can download your certificate. If this suggestion didn't work then logout you account and then login again if it works then let me know.
