Yes for this measurement, you can either cut out 1 inch or 1.5 inches hence the 3.5 inches or 3 inches that was measured. Thanks

She added the 8 inches to the actual measurement(let's say your bust is 32, add 8 that's 40 then divide that 40 by 4 which is 10) that's what she did and just measured 10 on the fabric. The 8 inches is the sewing allowance. There are 2 ways to do this. The other method is just dividing your bust measurement by 4 (let's say your bust is 32, divide it by 4 that's 8) then add sewing allowance of 2 you'll still get 10

The bust span, that's the distance between each breast point. There's no princess dart in straight padded blouse, only in princess dart bustier dress. And the measurement is based on the bust span. It could be 4 or,4.5. The circumference measurement right below the bust. (under bust circumference).
