After you apply the white gel polish you cure it under your lamp. After curing the white gel polish will leave a sticky layer and you rub the acrylic on the sticky layer then top of the nail with normal gel topcoat

So how did the powder stick on the dry nail and stay after polish was applied with smearing off?

She used a white gel polish and once it was cured it has a sticky layer on it for the powders to stick to

You dont cure it fully maybe about 30 to 45 secs plus gel polish has a tacky layer so the pigments or really pigmented acrylic powders will adhere to the white you then dust off the excess powder you can cure some more then top coat or just gel topcoat immediately after to seal design hope that helps
