I experienced this twice naturally and talked to both NPCs on some of my playthroughs, I was so excited because I knew it had to be some sort of FUN event I stumbled on, but was a bit disappointed when I didn't get a Lost Woods sort of maze to go through (the game never implied there would be, I just made assumptions for some reason)

Was watching my friend do their first playthrough yesterday though and they got wanda!
