I'd say the base curve for a vanilla card is 111 for 1 mana (ordis trooper). The Jellyfish has a special ability and other 1 mana characters with zeroes in their stats have mostly discard support abilities which give extra value.

I think that will be the competitive base stat line as well but I was giving consideration to the entire card pool since we hadn't had any official tournaments to pull data from for what a playable 1 cost unit was.

kappa as a strong 4 mana card is a good example. but what i always think when playing on curve, is that you empty ur mana instantly and u only have a character in one expetition. meaning, when ur the first player that round, its really bad playing him, cause the enemy has a free turn to just drop a low cost card in the the other expedition and can safe the mana/cards for next round or invest in lategame improvments of the board state. while you only slammed an empty zone with it. but maybe this is the half of the coin which should not be played on curve if you are first player..

It's always going to be fluid when to play out the curve vs holding something back. I do like that about Altered, most TCGs normally you curve out for max efficiency but this game it may not be a good idea for the exact reason you just listed. You burn all your mana, you can't react to your opponent
