How do you get fragments im new to playing

@ hello if you are new this video is not really the best entry point, fragment are piece you loot in certain maps after you finished the campagne. You need to run waystone 15 easily to drop them. Have you conpleted the campaign? Where are you in the game?

If you stay in the circle with the mana drain boss he doesnt drain anything, only the outside does. Maybe that helps for next time

can you play the citadel only once or multiple times?

No, Citadels are like maps,, if you die in you are out and you cannot put an other map to retry. If you complete it, you cannot redo it again you need to find an other one.
