Jd this happened to me and the radio tower is tilted so what i did is i grabbed the micheal jackson picture in the shack down the tower then u have to put it in a specific order then place the bag(btw there is a upgraded bag at 25k aka ghosttown but it has a 1 in 13k chance to spawn i think)
