No, not necessarily, 1 would be common but h will be whatever the class interval of the measurement is. In this example we measured to the nearest whole second, so it was a class interval of 1 and each box represents 1 second. But we could have a different class interval, meaning that instead of each box in the diagram representing 1 second, it would represent some other set value, say 4 seconds. We would then need to remember that if we're taking 1/4 of a 4-second box, that represents 1 second. Or if the class interval were 10 then a quarter of a box would represent 2.5 seconds.
