I did all the steps properly wiping google chrome clean and a fresh install and turn off or on hard ware acceleration, and now this video my power options is set to high performance, and still no fix, and i know its not my gaming pc, my specs are good enough with a intel 10400f i5 that has 6 core 12 threads with a Amd rx 6600 8gb video card and a nvme 1tb gen 3 with 3500 reads and 3400mb writes, my windows 10 is fully updated, with no anti virus is running and i even optimized win 10 where a lot of things are not running and its vey snappy and i run all my games really smooth and i m using 2 144hz high refresh rate monitors , and yes my video card drivers are up to date and my intel chipset drivers are as well, and my onboard Ethernet is up to date too, and last i use firefox or operagx browsers and i don't have this problem when going in and out of full screen videos on youtube

Add an extension that forces the 264 codec to chrome. The "ify" one will solve it.

Well, note however, that CPU consumption will go up since GPU is no longer used to render video. that can cause heat and quicker battery discharge on a laptop

High CPU usage also being a probable culprit of the constant buffering. I'll suggest what I will to another comment and say that if youtube's already using your CPU for rendering videos and it still isn't working, try an extension that forces KZbin to use the 264 codec. This will also work even for Android browsers videos, if your browser supports extensions.

For me, disabling hardware acceleration is an unacceptable solution. I tested the Edge browser with hardware acceleration ENABLED; it worked perfectly. If it works in Edge, then we can't blame it for breaking Chrome. In Chrome, with hardware acceleration ENABLED, I found & fixed my _real_ problem, so full-screen works perfectly.
