How to fix fuel tank

Years ago on a International cabover I owned I had the same problem. Had a aluminum repair shop bend aluminum straps that were slightly wider than the tank straps, the whole circumference. They welded the straps on both sides and that sealed it up. Fuel seeps into the aluminum pores and makes it hard to get a "good" weld that won't leak.
