Ok, something similar was happening to me, so after all of this failed, I added a different google account to my tablet, and switched everything over to that one, followed this process again and then it worked.

In play store in a app when I tap Install->Accept & Download it shows app will be downloaded & installed.Keep shopping. But never downloads or installation starts. In notification bar Error while retrieving information from server.

Guys I found another way that worked for me but before you force stop Google play and delete the data,first you need to remove your Google account that you're using and don't worry as long you remember your email and password just sign back into your account but in order to remove your account you have to into settings and look for "accounts" then look and click on Google then look at the top right and it should show a little icon and click on it then you should see remove account then click it and that's all hope it works for y'all!
