So did you keep the spark plugs out and just try to start the jet ski like normal to see if it would turnover better?

Have the same problem but it still clicks when i pull my plugs out, turned the engine by hand and it turned. Any idea?

Did you try to Jump the starter solenoid and checked your starter?
