Tried it and formatted a 4TB HDD for 10hrs only to get the message when it reached 100% that format could not be completed. The solution was to use the "clean" command from diskpart to completely wipe the selected disk's partition table and then initialize disk from disk management, took less than 3 minutes, check it out.

Some users get the There is no volume selected error just because the partition or volume has been selected by DiskPart ALREADY. Therefore, check if there is an asterisk (*) in front of the object you’d like to select, that means the partition has been focused on now. just do the next command format fs=ntfs

Thank you for sharing the information. For me it worked. However, after I entered "select partition 4", (for my PC port is was disk 4), it then stated, "there is no partition selected". I just continued with "enter", then, "format fs=ntfs". Then the process began, fulfilling to 100%. Just make sure you have the correct USB disk#. My suggestion is to remove any other thumb drive(s) you may have in your device. The disk that shows the corresponding GB or MB (storage space) on your empty drive, that's the disk you select, and go from there.

guys what fixed for me is when i did the cmd format fs=nfts after it shown 0 percent for like a minute i closed cmd promt unplugged the usb then replugged then tryed formating cus windows says this drive is not formated and it said format so i pressed that and then it worked and didnt show the error. u can use whatever to format the drive after doing this i think so ye that fixes it. it worked for me
