You’ve got another Apache server running, open services in windows search for the Apache, for example ‘apache2.4’, then open cmd in administrator, and type the following, ‘sc delete (and your Apache version name), so for me it was sc delete Apache2.4, then reinstall xampp and it should work

Yes, uninstall xampp from your main drive, then create a new drive, can be any size over 2GB just name it data or something, then reinstall xampp in that drive instead. If you don’t know how to make a new drive, just right click on windows start sign, select disk management, you will see your main drive there mainly ‘C’ drive, right click on it, select ‘Shrink Volume’ select how much MB you want your drive to have (it will take storage from your main drive) I suggest 5000 MB, select next, go through it all give it a name under ‘new volume label’ or something like that, then finish... when your back in disk management, you will see the new drive you created but with a black label, to activate it right click on it and select ‘new simple volume’ and run through the wizard, after all that’s done restart your pc and re install xampp in that folder!
