I can't seem to boot into fastboot D mode. Bootloader is unlocked and fastboot works fine but whenever I disable the verity check and flash the vbmeta and try to reboot to fastboot D it just boots back to regular fastboot. Anyone know what the problem is?

For that, you might have to pass the Play Integrity Test: kzbin.info/www/bejne/h6CtnaygotBlns0feature=shared [Only for Pixel devices, this ROM allows bootloader relocking. For others, that is not possible and hence passing Play Integrity is a must].
