The reason each item can only fuse one at a time is because it has to store the fused Pokemon. If you have everything fused you have a Solgaleo, Lunala, and Reshiram or Zekrom in a hidden storage space. The way it's done would make it hard to store multiple fused Pokemon that use the same item.

01LoganMC Ikr! Sacred Sword was already a generic move that can even be learned by Aegislash, a pokemon that isn’t even a bloody legendary, mythical or even pseudo-legendary! Having Keldeo learn it’s own signature move to change form was a great idea, and a good way to differentiate Keldeo from Cobalion, Terrakion and Virizion. But nope, Game Freak just said “Screw that” and made Secret Sword irrelevant.
