I just learned, if you're running a modloader like forge or fabric, this will not work and your fps will still cap at 60 or 144. Optifine does uncap and to 100% fix it you need to go to video settings, max fps, and instead of using VSync, max it to unlimited. After I did this, I maxed 720 fps.

it just creates a power plan (Ultimate performance) U can check this by searching "choose a power plan" in windows search bar after running the command in powershell. but it provides ultimate perfromance on higher end Pcs. It might heat up if u have a laptop. But high performance is ok too.
