It's a grey areas that's technically not allowed and it's reused content so those channels aren't monetized for that creator in most cases. I wouldn't recommend that approach just because you'll probably end up wasting a bunch of time.

I’ve honestly never tried it but I would be very wary of some of those buy sell page websites. Typically if the deal looks too good to be true it often is…so just be careful with them. As for ad spend it really depends. I’d say $500 -$1,000 should hopefully get you there with a decent performing ad
