I have been living in Canada for past 10 years. So gradually I improved English by regularly speaking. However in an IT field command over English is not that important as long as you can convey your thoughts effectively.

Overall IT job market is slightly down, but in IT, java development is still strong. So there are few IT jobs overall, but amongst those IT jobs, java dev jobs are decent.

You can do mtech in computer science. You have to check with university for that. However I would recommend against that. You can enter into it without an mtech degree. Just focus on gaining skills. Which you can do with udemy or youtube
