Some universities prefer IELts they have clearly mentioned like KAUST Saudi Arabia. So instead of IELTs Can I submit Duolingo result if they have not mentioned Duolingo???

If you get any waiver code from the university. Then you should not need the letter unless the school goes on to ask you for it. But someone might prefer to still have both to avert any form of delay.
