Sorry I missed this. It shows up in Photoshop AFTER you hit "command+n" on a mac or "control+n" on a pc to start a new document. It's only in the new document window that I'm aware of. Does that help? If you still don't see it, check what version of Photoshop you are using.

Never mind. I found it. Go to Preferences > General > Use legacy "new document" interface. You can either check or uncheck it. Mine was checked for legacy for some reason.
