Another way to do it not sure if you stated sorry I just turned on closed captions couldn't hear due to environment. On Samsung internet on my phone I just turned on desktop mode this is the same thing that Dex will automatically do.

Desktop version just go into options and hit desktop in Samsung internet that way you don't need to use Dex on your phone
