Rerolling is no longer an option. Long time ago you were able to reset your account stats and progress while keeping your premium tanks. That's not possible anymore. If you completed the referral program as a recruit already, then you cannot do it again. But you can still complete it as a commander multiple times.

you get it for "free" from loot boxes ....... each loot box gives you small amount of gold (equal value to the price of box) anything else you get from it is "free"

Can I recruit myself? meaning I want the tier 8 prem for my main account. So I just send a referral to my alternate accounts? and just play there? Do I have to make complete different emails or can I use my existing main email to create 2 new accounts?

You need a second account with a different email but then you just need to invite your new account and play a little bit to get the tier 8 for your main.
