Just found out how to get pump kings head! 0.25% that every 60 seconds you will get one. You can get one in every biome. Before the update last night it was a 0.1 percent chance every minute only from Halloween biomes.

That is definitely the best method. Although some people could pop a thousand heavenly 2s and still not get an event aura so collecting pumpkins still helps
