In order to be able to purchase the Room Guide you need to head to the Water Gym. Gym Leader Kufu will leave to buy ingredients but forgets his wallet, you have to deliver it for him. Once you deliver his wallet he asks you to bid for ingredients. After you're done he heads back to his gym and then you can bid for the Room Guide.

Same I’ve 100% the game and Pokédex and got everything else. I have nothing to do now but get a 6 iv ditto from a gotten source, and get the rotom forms. Now I’m stuck. She just stands their with no dialog or tray.
