Upload your score report in the client info section. It's not mandatory under non-SDS according to IRCC. But, I would recommend uploading it in Client info.

IELTS (or an equivalent language proficiency test) is absolutely mandatory even if it's not directly asked for by IRCC. 9 times out of 10 they will ask for it, its not possible for Canada to grant a student visa if they don't even know if the student can speak, write, read and understand English. The only reason why IELTS may not be required (for non-english native countries) is if a student is applying for postgrad and they have already done their post-secondary education in a uni/college where English was the official medium of instruction.
